Driving safely involves more than just knowing the traffic rules. As a driver, you also need to comply with several legal requirements, such as having valid vehicle insurance, keeping your car roadworthy through regular inspections, and following the rules on transporting passengers.
Many of these topics are covered in the Dutch CBR theory exam. Understanding not only what the rules are, but also why they exist and what happens if you ignore them, will help you become a safer and more responsible driver.

Your Vehicle Must Be Insured
Anyone driving a motor vehicle on public roads is legally required to have insurance. This applies not only to cars, but also to motorcycles, mopeds, scooters, and speed pedelecs.
Vehicle insurance protects both you and other road users if an accident occurs. If you drive without insurance and cause an accident, you will be personally responsible for paying all damages. Depending on the accident, these costs can quickly run into thousands or even tens of thousands of euros.
Driving without insurance can also result in substantial fines. The Dutch Vehicle Authority (RDW) continuously checks whether registered vehicles are insured. If your vehicle is uninsured, the RDW can issue a fine. If you are stopped by the police, you may receive an additional fine as well.
No-Claim Discount
When you take out car insurance, you pay a monthly or annual premium. New drivers often pay higher premiums because they have little or no driving history.
For every year you drive without making an insurance claim, you build up no-claim years. The more no-claim years you accumulate, the greater the discount on your insurance premium. If you do make a claim, you will usually lose some of your no-claim years, causing your premium to increase. The exact reduction depends on your insurer.
In short:
Drive safely + don't make insurance claims = more no-claim years and a lower insurance premium.
What Should You Do After a Collision?
Being involved in a traffic accident can be stressful, especially if you've only recently obtained your driving licence. Staying calm and properly documenting the incident is essential.
When Should You Complete an Accident Report Form?
You should complete an accident report form whenever a collision results in damage. Even if the damage appears minor or both parties agree to settle the matter privately, it is still wise to document everything. Hidden damage may only become apparent later.
How to Complete an Accident Report Correctly
Follow these steps:
- First, make sure the situation is safe and check whether anyone has been injured.
- Complete one accident report form together with the other driver.
- Record all necessary information, including names, licence plate numbers, and insurance details.
- Draw a clear sketch of the accident.
- Tick only the boxes that accurately describe the situation.
- Describe what happened factually without making assumptions.
Before You Sign
Your signature confirms that you agree with the information recorded on the form. It does not automatically mean you accept responsibility for the accident. If you disagree with the information, do not sign until any inaccuracies have been corrected.
Extra Tip
Take photographs of:
- the damage;
- both vehicles;
- the position of the vehicles;
- the surrounding area and any relevant road signs.
These photos can be very helpful during the insurance claim process.
Vehicle Inspection (APK)
The APK (Periodic Vehicle Inspection) is a mandatory safety and environmental inspection for cars in the Netherlands. During the inspection, an approved garage checks important components such as:
- brakes;
- lights;
- tyres;
- steering system;
- shock absorbers;
- exhaust emissions.
Vehicles that do not meet the minimum safety or environmental standards are not allowed to be driven on public roads.
How Often Does Your Car Need an APK?
The inspection schedule depends on the age of your vehicle and the type of fuel it uses.
A new petrol-powered car generally requires its first inspection after four years, followed by another inspection two years later, and then annually.
Diesel and LPG vehicles are subject to stricter inspection schedules because they generally have a greater environmental impact.
Who Is Responsible?
As the owner of the vehicle, you are responsible for ensuring that your car always has a valid APK. Check the expiry date regularly and book your inspection well before it expires.
Driving without a valid APK can result in a fine and may also affect your insurance coverage if you are involved in an accident.
An APK Is Not a Guarantee
Passing an APK inspection does not guarantee that your vehicle will remain safe throughout the year. The inspection is simply a snapshot of your vehicle's condition at that moment. Regular maintenance and paying attention to unusual sounds or changes in driving behaviour remain essential.
How Many Passengers Can You Carry with a Category B Driving Licence?
A Category B driving licence allows you to drive more than just a standard passenger car.
You may drive a vehicle carrying up to eight passengers in addition to the driver. This means a maximum of nine people, provided there are enough seats and seat belts for everyone.
There is also a maximum authorised mass (MAM) of 3,500 kg. This includes the vehicle, passengers, and luggage.
If the total authorised weight exceeds this limit, you may need a different licence category, such as Category C for heavier vehicles or Category BE if you are towing a heavy trailer.
Transporting Passengers Safely
Every passenger must have their own seat, and where seat belts are fitted, they must be worn. Commercial passenger transport, such as taxi or bus services, is subject to additional regulations and licensing requirements.
