What Is the EMA?

EMA stands for Educational Measure on Alcohol and Traffic (Educatieve Maatregel Alcohol en Verkeer). It is a mandatory course imposed by the Dutch CBR on drivers who have been caught driving under the influence of alcohol.

The purpose of the course is not to punish you, but to increase your awareness of the dangers of drinking and driving. It is designed to reduce the risk of repeat offenses and improve road safety.

When Do You Receive an EMA?

You may be required to attend an EMA if you are stopped by the police with a blood alcohol level that falls within the legal range for this educational measure. The police report the incident to the CBR, which then decides whether you must complete the course.

What Do You Learn During the EMA Course?

You are responsible for paying the cost of the course yourself. After successfully completing the EMA, you will usually be allowed to keep your driving licence, provided no additional measures or sanctions apply.

What Happens If You Don't Attend?

Failing to attend the EMA has serious consequences.

If you do not participate without a valid reason or fail to complete the course, the CBR will declare your driving licence invalid. This means you are no longer legally allowed to drive until you meet the requirements to obtain a valid licence again.

Avoid the EMA: Never Drive Under the Influence

Even a small amount of alcohol can affect your concentration, reaction time, and judgment. As a result, the risk of causing a traffic accident increases significantly.

The safest choice is always simple: never drive after drinking alcohol. Arrange a designated driver, use public transport, or take a taxi instead. This helps protect both yourself and everyone else on the road.
